BERAGAM ISU MENYANGKUT KEBIJAKAN KOMUNIKASI PEMBANGUNAN PERTANIAN DAN PEDESAAN

Abstrak

Sumber daya manusia (SDM) merupakan unsur yang sangat penting diperhatikan dalam menyongsong era globalisasi, dengan SDM yang berkualitas merupakan aset pembangunan bangsa yang perlu diperhatikan dan dibina terutama dalam bidang pertanian. Namun untuk menciptakan SDM di bidang pertanian yang berkualitas menghadapi banyak kendala, diantaranya sangat kurangnya jumlah dan kualitas SDM, dikarenakan tingkat pendidikan yang masih rendah sehingga belum mampu untuk menyerap informasi dan mengadopsi teknologi pertanian yang baru. Aparatur pertanian dipandang bukan hanya sebagai tenaga kerja, tetapi sebagai SDM, yang menempatkan aparatur pertanian sebagai manusia seutuhnya. SDM dari aparatur pertanian diharapkan dapat menjadi fasilitator, motivator dan dinamisator dalam komunikasi pembangunan pertanian agar terjadi gerakan pembangunan pertanian oleh petani, pengusaha pertanian dan pedagang pertanian sebagai subyek dalam pembangunan pertanian itu sendiri.

Abstract

Human Resources is the most important element that have to be noticed to facing the globalization era, with a good quality of Human Resources for the asset of the nation building that have to be noticed and build especially in the agricultural. But there are many obstacles to create a good quality of Human Resources, for example, the lack of the number and the quality of Human Resources. It is because of the level of education is still low and they are not able to absorb the information and adopt the new agricultural technology. The agricultural apparatus is not only as a labor, but also as the Human Resources, that makes the agricultural apparatus human beings completely. The Human Resources of agricultural apparatus is expected to become a facilitator, motivator and dynamist of the communications agricultural development in order to make a movement of agricultural development by the farmers; while the agricultural entrepreneurs and the agricultural merchants are the subject of this agricultural development.
